Will you have to pay extra when sending money to family, paying a shopkeeper or investing through UPI?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The short answer is: <strong>UPI remains free for individuals sending money to other individuals, and approximately 96% of merchant transactions will also remain unaffected.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Finance clarified on <strong>15 September 2026<\/strong> that the new UPI framework does <strong>not impose any charge on person-to-person (P2P) transactions<\/strong>, irrespective of the amount transferred. Merchant Discount Rate or MDR will apply only to specified categories of larger merchant transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The clarification is particularly important because headlines around <strong>UPI Charges 2026<\/strong> can easily create the impression that ordinary consumers will now have to pay for using UPI. That is not what the Government has announced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The complete Government clarification can be read in the <a href=\"https:\/\/www.pib.gov.in\/PressReleseDetailm.aspx?PRID=2310586&amp;lang=1&amp;reg=3&amp;utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Finance PIB release on the new UPI framework<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Are the New UPI Charges in 2026?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The new framework essentially divides UPI transactions into different categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For ordinary users making <strong>person-to-person transfers<\/strong>, nothing changes: these transactions remain free.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For merchant payments, most transactions also continue under the zero-MDR structure. According to the Ministry of Finance, approximately <strong>96% of person-to-merchant transactions will remain unaffected<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The important distinction is therefore between:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>P2P transactions \u2192 completely free<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Most small P2M transactions \u2192 free<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Specified larger P2M transactions \u2192 MDR may apply<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And importantly, <strong>MDR is a merchant-side payment ecosystem charge\u2014not a tax imposed by the Government on UPI users.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>1. Person-to-Person UPI Transactions Remain Completely Free<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is probably the most important clarification for individual UPI users.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All <strong>person-to-person or P2P UPI transactions will continue to remain completely free<\/strong>, irrespective of the amount transferred.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, transferring money through UPI to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">your spouse, family member, friend, employee, relative or another individual<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">does not attract MDR under the new framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government has also clarified that no transaction fee, platform fee or similar charge is to be imposed on individuals for sending or receiving such P2P payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry states that P2P transactions account for around <strong>70% of total UPI transaction value<\/strong>, and they remain completely outside the MDR framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, for ordinary UPI users:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Sending money to another person through UPI continues to be free.<\/strong><\/h3>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2. UPI Merchant Payments Up to \u20b92,000 Remain Free<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The second important relief relates to everyday purchases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <strong>person-to-merchant (P2M) transaction of up to \u20b92,000 will remain free of MDR<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that routine UPI payments for activities such as buying groceries, paying at restaurants, purchasing household goods or making other small-value merchant payments will generally remain outside the new MDR charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Finance has specifically stated that customers will not be required to pay any charge merely because they make such merchant payments through UPI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This threshold is particularly relevant because a very large proportion of everyday UPI merchant transactions are small-ticket payments.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>3. Small Merchants Continue to Receive Special Protection<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The framework also specifically protects small merchants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Small merchants such as street vendors and neighbourhood shops receiving up to <strong>\u20b91 lakh per month through UPI QR codes under the P2PM category<\/strong> will continue to enjoy <strong>zero MDR on all such transactions<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is significant for India&#8217;s small-business ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Digital payments have become an integral part of operations for kirana shops, small service providers, professionals, retailers and micro-enterprises. When Will 0.4% MDR Apply on UPI?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the new framework introduces an important change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For specified <strong>person-to-merchant transactions exceeding \u20b92,000<\/strong>, a nominal <strong>MDR of 0.4%<\/strong> will apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For transactions of <strong>\u20b975,000 and above<\/strong>, the MDR will be capped at <strong>\u20b9300 per transaction<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MDR stands for <strong>Merchant Discount Rate<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It represents the charge distributed amongst participants in the payment ecosystem, which may include banks, payment service providers and UPI application providers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is important to distinguish MDR from a Government levy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>MDR is not a tax.<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Finance has expressly clarified that MDR is <strong>neither a tax nor a charge collected by the Government or NPCI<\/strong>. It is an ecosystem charge intended to contribute towards the operation and continued expansion of payment infrastructure.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>5. Will Customers Have to Pay the 0.4% UPI MDR?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>No\u2014the Government clarification says customers are not to bear the MDR.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MDR operates within the merchant payment ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banks have been advised to ensure that merchants <strong>do not pass the MDR charge on to customers<\/strong>, while UPI application providers are expressly prohibited from imposing platform fees or hidden charges on users.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, a customer making an otherwise eligible UPI transaction should not automatically see an additional 0.4% amount added merely because payment is being made through UPI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction is important:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Merchant incurs MDR where applicable \u2192 Customer does not directly pay MDR.<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Businesses should nevertheless review their merchant-acquiring arrangements, payment settlement statements and bank contracts to understand how the new framework affects their transaction economics.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>6. Special \u20b95 MDR for Essential and Thin-Margin Sectors<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Government has provided a special concessional structure for certain essential and thin-margin sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For qualifying transactions above \u20b92,000 involving sectors including:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">railways, telecommunications, insurance, fuel and agricultural inputs,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a <strong>flat MDR of \u20b95 per transaction<\/strong> will apply instead of the general percentage-based charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The intention is to provide cost certainty to businesses operating in essential services and sectors where margins may be comparatively narrow.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>7. Special MDR for Mutual Funds and Capital-Market Transactions<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The framework contains an important provision for investors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UPI payments relating to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>mutual funds, securities, stockbrokers and dealers<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">will attract an MDR of only <strong>0.02%<\/strong>, subject to a maximum of <strong>\u20b9300 per transaction<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This significantly lower rate is intended to support continued participation by retail investors in formal financial markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For investors using UPI for investment transactions, it is important to remember that this MDR relates to the payment mechanism. Are There Any Monthly Limits on Free UPI Transactions?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Government has clarified another common misconception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Individuals will continue to have <strong>unlimited free usage from a charging perspective<\/strong>, without monthly quotas, volume restrictions or tiered caps on free P2P UPI transactions under the MDR framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, this should not be confused with banking and transaction limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banks and the UPI ecosystem may continue to prescribe daily or transaction-specific limits for security and risk-management purposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry notes that such limits may generally range from <strong>\u20b91 lakh to \u20b95 lakh depending upon the category of transaction<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These limits are <strong>security and risk-management limits\u2014not charging thresholds<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>9. Why Has MDR Been Introduced for Some UPI Transactions?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">UPI infrastructure is not costless to operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banks, technology platforms, payment service providers and other ecosystem participants incur expenditure on:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">technology infrastructure, cybersecurity, fraud monitoring, settlement systems, server capacity, customer support, network expansion and regulatory compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Government, the framework seeks to balance two objectives:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>keeping UPI free for individuals and protecting small merchants<\/strong>, while also supporting the <strong>long-term financial sustainability and expansion of the UPI ecosystem<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Revenue arising from larger merchant transactions is intended to support further development of payment infrastructure, including expansion in rural and semi-urban areas.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>10. 5% of MDR Collections to Support Small-Merchant UPI Adoption<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An interesting feature of the new UPI framework is the proposed dedicated fund for small merchants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government has announced that an amount equivalent to <strong>5% of total MDR collections<\/strong> will be contributed to a dedicated fund for promoting UPI adoption amongst small merchants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fund is intended to support:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">wider UPI acceptance, sustained digital-payment usage and greater inclusion of small businesses in India&#8217;s digital payments ecosystem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This reflects the policy objective of ensuring that the introduction of a limited MDR structure for larger transactions does not undermine UPI adoption at the grassroots level.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>11. What Does the New UPI MDR Framework Mean for MSMEs?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For MSMEs, retailers and service providers, the announcement requires a slightly different perspective from that of an individual customer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A small merchant covered by the zero-MDR framework may see little or no immediate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Larger merchants receiving higher-value UPI payments, however, should examine the effect on:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">payment processing costs, merchant settlement reconciliation, accounting systems, pricing economics and bank\/payment-acquirer arrangements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Businesses should also ensure that digital-payment receipts are properly reconciled with books of account, GST records where applicable and bank settlements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As businesses grow, their legal and compliance structure also becomes increasingly important.
